Carson Consulting Engineers was established by Sam Carson who has extensive and varied experience over the last 25 years advising Clients on planning, design and implementation of highways, flooding, drainage and utility infrastructure for a range of new development and regeneration projects.
Sam has considerable experience negotiating Section 278/38 Highway Agreements in accordance with the Highways Act 1980, Flood Risk Assessments with the Environment Agency to NPPF (previously PPS25) requirements, drainage agreements including Section 104 agreements via the Water Industry Act 1991 and highway stopping up agreements, either via the Town and Country Planning Act or the Highways Act.
Prior to forming Carson Consulting Engineers Sam was Technical Director- Infrastructure at SKM having been Director of Engineering at Colin Buchanan. Previously Sam was Regional Director of Capita Symonds’ Newbury office where he had full financial and technical responsibility for development and delivery of urban infrastructure planning and design on a variety of retail, residential, commercial and industrial projects.
He has a good knowledge of CDM and Health and Safety legislation having previously been Health and Safety Director for Buchanan Consulting Engineers. .
